He also advised that VK2 operators wishing to volunteer should contact Mark Cheeseman VK2XGK who is co- ordinating VK2 Volunteers DXD having returned from Alex ICC,reported that the fireground was calm. FKD wishes to have a scheduled contact at 1400 28/2/09. Stations will be listening. KTS read the weather forecast for Tuesday 3/3/09, similar weather to 7/2, very high fire danger. VK2GPH wishes to volunteer and will contact Mark Cheeseman. YEA relay from FKD volunteers from ACT have arrived and in place. SF relay from DXD at Kangaroo Ground and operational. VK5FTCT advised that VK5 stations are maintaining a listening watch on 3.600MHz. Propogation from Alex. MECC is very poor. JM advised that the Antenna is a "Bushmans" multi band and that this probably accounts for poor signal. DPW's dipole is still at previous location, perhaps it can be relocated to improve the signal. Date: Sat, 28 Feb 2009 08:36:49 +1100 From: Mark Dods To: WICEN EMail List Subject: WICEN Vic: Activation Update At 2000 last night the CFA issued a "Final Advice" for the Nixon Road fire in the Upwey, Tecoma, Belgrave, Belgrave Heights, Belgrave South and Lysterfield area. The WICEN operators at the Belgrave ICC were subsequently stood down at midnight when that ICC closed. This means we have some spare operators for the start of the week in Melbourne, but I do need to send three operators to Alexandra ready to start work on Monday afternoon. Please contact me if you are available for Deployment to Alexandra for three or more days. News from the fires seems good with any new fires yesterday being contained quickly, and the old fires continuing to burn within their containment lines. We have had reports of fairly quiet shifts at both Kangaroo Ground and Woori Yallock. Thanks to all who have sent items for the jargon glossary. I'll get it updated as soon as I can. The HF net was buy last night with check ins from two field stations, some confirmation and refining of deployment instructions, and some updates from operators living near the fires. (If any of you do not wish to receive these updates, please contact me.) For their benefit, a recap of the current position; WICEN is maintaining a team of five operators in Alexandra to operate DSE/CFA equipment at the Incident Control Centre (ICC) and Amateur equipment at the Municipal Emergency Coordination Center (MECC). Shifts are round the clock 8 hour shifts at the ICC and 0800 to 1800 at the MECC. In Melbourne, WICEN is providing operators for the DSE/CFA equipment at ICCs at Kangaroo Ground, Woori Yallock and Belgrave. Two day shift and two night shift operators are scheduled at each ICC. Shifts in Melbourne run from 0700 to 1900 and 1900 to 0700 to match the firefighters' shifts. An HF net on 3.6 MHz is operating at 1000 and 2130 daily for WICEN support and coordination, and the frequency is being monitored as much as possible at other times. The scheduled nets are being made available for listening only via the VKEMCOMM Echolink conference. We do not currently have authorisation to incur interstate travel costs, however some operators have offered to travel interstate at their own expense to assist. We greatly appreciate this, but please talk to us before travelling so we can try to ascertain whether you are suitable for deployment. So much for the big picture. Today we have the ICCs fully staffed for the expected bad fire weather. The Melbourne forecast is "Partly cloudy. Areas of smoke haze. Northeast to northwesterly winds averaging up to 35 km/h shifting cooler gusty southwesterly 25 to 40 km/h by early evening. Isolated showers in the evening. Max temp 36 degrees." We have had a report from Woori Yallock ICC that they are expecting the change between 2100 and 2300. Two ACT operators are travelling down to join the team in Alexandra today. We welcome them, and thank them for their assistance. Rosters are filled through to Sunday Night, but we need operators to go to Alexandra for 3 to 5 days on Sunday and Monday. We also need Day and Night shift operators for the Melbourne ICCs from Monday on. Please note however that ICC deployment is not for every Amateur Operator! The ICCs can be extremely noisy, busy environments where multiple radios are going simultaneously. Headphones are not an option as the DSE/CFA Controllers want to be able to listen in if they feel the need. Despite all this, accurate message handling and concise voice procedure are absolutely required! To assist operators get up to speed with CFA/DSE firefighting jargon we a compiling a glossary of terms. Please contact me if you are available for night shifts over the coming weekend. Also I still have both day and night shifts early next week that need covering. Alexandra still requires five operators for manning the ICC and MECC. I'm hoping to use non-metro operators for Alexandra to allow the metro people to cover Kangaroo Ground, Woori Yallock and Belgrave without the need for accommodation. We're in the process of putting together a glossary of fires jargon. It should be ready later today. Send me the meaning of any terms you've picked up and I'll add them. I haven't heard how the SMR familiarisation went last night. Perhaps someone who attended can email me. Operators for tonight's night shifts have been scheduled, however I still need operators for a day shift and two night shifts tomorrow. Please approach your employers about getting some (or 'more' for those who have been deployed already) time off over the next few days. Friday is going to be a critical day - we'll be needing six day shift and five night shift operators for the outer metro ICCs. Letters can be written to your employers supporting your requests for leave, or to verify that leave you have taken was for WICEN Bushfire service. Contact me if you need letters written. I'd encourage anyone intending to volunteer for ICC service to attend the SMR radio familiarisation at 7:30 tonight at the EMDRC clubrooms. Directions are available at http://www.emdrc.com.au/club_rooms.html WICEN continues supporting repeaters; WICEN, in conjunction with ARV spent a day last weekend working on the Repeaters located on Mt Macedon. The Mt Macedon VK3RMM 70cm FM analogue and D-STAR repeaters are now both operating at full power. This follows the painstaking construction and installation of multi-coupling that has restored the power of both repeaters being fed into the antenna system. Reports have been received of much improved signal strength from both. The 6m repeater on Mt Gordon near Marysville, VK3RTN is still operating on a temporary antenna and RF cabling. A new repeater, antenna and cables are being prepared to be installed when the damaged tower is repaired or replaced. My most immediate concern is to cover tonight's night shifts at the three outer metro ICCs. I URGENTLY need an operator to volunteer for the 7pm to 7am shift tonight at Belgrave. Reports in so far indicate that traffic at Kangaroo Ground is light at present, but I haven't yet heard from Woori Yallock and Belgrave. We've had a report that some amateurs within the Muskvale fire affected area are using the Mt Macedon 2m repeater for an informal mutual support network. Don't forget the SMR radio familiarisation tonight at 7:30 at the EMDRC clubrooms in Burwood. WICEN does not have sufficient operators for all the shifts we have been asked to fill, and so we are looking for volunteers from the wider Amateur Radio community. HOWEVER, this type of deployment is not for every Amateur Operator! The ICCs are extremely noisy, busy environments where multiple radios are going simultaneously. Headphones are not an option as the DSE/CFA Controllers want to be able to listen in if they feel the need. Despite all this, accurate message handling and concise voice procedure are absolutely required! Shifts are 12 hours long with shift changes at 7am and 7pm. If you feel you can be an effective operator in the environment described, then WICEN has need of you. Please be aware that there will be some volunteers who we will not be able to send into an ICC. Indeed some WICEN members have made themselves unavailable for ICC deployment because they feel they cannot operate there effectively. Offers of help from interstate have been greatly appreciated, however we do not at present have authorisation to fund interstate travel. If you are willing to travel to Melbourne at your own expense as some have offered, then we could use you. Please talk to us before travelling however, so we can try to ascertain whether you are suitable for deployment. He has asked WICEN to provide operators for the Kangaroo Ground, Woori Yallock and Belgrave ICCs for both day and night shifts. These will be 12 hour shifts changing over at 7:00 am and pm. They would like two operators for each shift at Kangaroo Ground and Belgrave, and two day operators and one night operator at Woori Yallock. As these are all outer metro ICCs, we are hoping that some operators not available for deployments of several days duration will make themselves available for individual shifts. Previous ICC experience is preferred, however when we have two operators on a shift there will be an opportunity for some on the job training. Please contact me by email or on 0409 214 834 if you are available for deployment to one of these ICCs. To assist operators new to ICCs pick up some of the DSE/CFA jargon we intend to compile a glossary of terms like Pig, Skidder, Slip-on etc. If you have picked up some of the jargon, please email me the term and its meaning for inclusion. Alexandra continues to utilise the services of six WICEN operators spread between the ICC and the MECC. The HF net is proving to be a good channel for those who have returned from deployment to brief those about to head off for the first time on the conditions they will encounter. VK3BAF nil to report from Alex. however deep concern for "Metropolitan" fires (Warburton) etc. VK3ZR broadcast to the net a request from the secretary for further volunteers for the next 2 weeks. VK3BTV sought an outline of ICC comms. operations. VK3KTS responded with a brief overview emphasising the need for conciseness and tolerance of stress. MV suggested that understanding the local geography helped to expedite messages. FKD checked his probable deployment, XMU advised that email will be sent 24/2/09. The number of operators there at one time has been increased to six in expectation of increased traffic associated with bad fire weather today and Friday. The McAdams Hill deployment finished yesterday. Our last operator departed when the encampment was closed down, and has arrived home safely. Many operators are now on, or have completed a second deployment, and it seems we will be required in Alexandra for some time yet. Please contact me by email with updates to your availability. Particularly if you have operated in an ICC before. Please think in terms of four or five day deployments if possible, as this improves the continuity of the ICC operations. For those not aware, the ICC (Incident Control Centre) is where decisions regarding the actual fighting of the fires are made. The ICC operators are in contact with the firefighters on the fireground and relay information and instructions to and from the Incident Controllers. As such it can be a high pressure environment requiring operators who can communicate accurately and concisely despite a lot of distracting activity. 3.6 MHz continues to serve us well for coordination, both for ad-hoc traffic during the day, and for the 1000 and 2130 hours nets. Please keep monitoring 3.6 MHz when you can, and check into the nets so we know who is around. The McAdam's Hill operators continue to await traffic, but the Incident Controllers in Alexandra are adamant that they be there as a backup, and for third party traffic for the firefighters. As the Alexandra MECC and ICC operation seems to have stabilised at five operators, I will start to schedule relief further ahead. We have received some very pleasing feedback about our operation in the ICC. This will be home to two WICEN operators for the next few days as they provide health and welfare communications for a team of DSE firefighters based there. The two operators checked into the HF net last night and reported that they are comfortable, although it could be warmer.

available at:For the GPS enthusiasts, the Lat/Long of McAdam's Hill is: 37 degrees, 35.36 minutes South, 146 degrees 10.08 minutes East (WGS84) The primary link between McAdam's Hill and Alexandra is via the 70cm repeater at Eildon, VK3RUG on 438.175 MHz. 3.6 MHz is being used as a secondary link, so stations monitoring may need to relay traffic. Three operators will travel to Alexandra today to take up shifts at the ICC and MECC. The HF net continues to operate on 3.6 MHz at 1000 and 2130. Last night's net had what I think a record number of check-ins. My count was 26, and there were probably many more stations listening only. Participating in the HF net not only allows you to catch up on the latest activation situation, but is also ideal for checking equipment you may be preparing to take if deployed. Reports can be had from stations all over the state on how your gear is performing. When I was on deployment in previous activations I appreciated the support of the HF net, and I'm sure the currently deployed operators do to. We were asked to cover the night shift last night and the next four nights. Being a Saturday night, it was difficult to contact operators with many being not at home, and others having their mobile phones diverted to voice mail. Two operators agreed to be deployed at short notice however. They travelled to Woori Yallock only to find that there had been an administrative foul-up and that they were not required. Those operators have returned home with my thanks and apologies. I am waiting to hear from DSE Resources this morning as to whether they would like us to provide operators for the next four night shifts. Perhaps you could consider now whether you are available for such a deployment. No equipment would be required. This false start at Woori Yallock does give us a 'heads up' that DSE and CFA resources may be beginning to stretch thin, and lead to more ICC deployments. The two operators at Narbethong returned home safely yesterday. When I rang this morning, a well earned sleep-in was being enjoyed, so more news of that deployment to follow. The news from Alexandra is 'Steady as she goes', with operators there settling into four day deployments now that the situation is more stable. I have received a number of photos from one of the operators returned from Narbethong. I will try to get some of them online today. Other photos and recollections of operators' deployments are welcome. The regular HF net continues on 3.6 MHz at 1000 and 2130 hours. WICEN continues to man CFA/DSE radios in the Aleaxandra ICC where they are working 8 hour shifts. A WICEN operator will join a column to Flowerdale this morning to assist with the restoration of the local television transmitter. The Alexandra MECC WICEN station will continue to operate after the closure of Narbethong. Their role includes guiding relief operators, into the town, maintaining an HF link to Melbourne, and a listening watch for the Flowerdale column. Relief operators have been scheduled for the next few days. The HF net continues to operate at 1000 and 2130 daily, and a roster of stations to monitor 3.6 MHz at other times has begun. At present the roster is VK3FKD 0800 to 1200 each day, VK3YG 1200 to 1800 each day. VK3UV will fill in when required. It has been very handy to have other amateurs monitoring 3.6 MHz when they can to relay when fading occurs. Many thanks to those operators who have relayed traffic so far. Two operators in Alexandra will be relieved and return home today, and another two tomorrow. Telstra have provided two phones on the exterior of the exchange at Narbethong. However this is about two kilometres from where those residents still in Narbethong are congregated, whereas the WICEN station is much closer. An assessment will be made today of the necessity of maintaining the radio links. Operators in the Alexandra ICC have reported increased radio traffic overnight and emphasised the need for concise, prompt and accurate handling of the traffic despite the sometimes tense environment. WICEN visited the Mt St Leonard radio site to restore power to the VK3RMU repeater which had flattened its batteries after the loss of mains power. The VK3RTN 6m repeater has had temporary repairs made to allow it to be utilised as one of the links between Alexandra and Narbethong. WICEN currently have a good list of available operators not yet deployed or on standby who can be deployed to other operating locations as the need arises. The WICEN HF net continues to operate on 3.6 MHz at 1000 and 2130 hours daily. As well as keeping a check on the welfare of operators in the field, the net is being used to pass updated activation information, and also for amateurs in remote areas of the state to check their communications. It is reassuring to hear stations from all over the state and interstate on the net, demonstrating that we can if necessary establish communications independent of hilltop infrastructure. Salient points from the net are as follows. The Wicen portable repeater on 147.3 MHz. does not have tone access fitted and is currently at the location of VK3XD. VK3DPW having returned from the field advised that it was likely that there would be increasing demands for Wicen services. VK3AHT advised that Beechworth was returning to normality but that a threat remained. The local 70cm. repeater was out of action. Date: Thu, 12 Feb 2009 09:42:48 +1100 From: Mark Dods To: WICEN EMail List Subject: WICEN Vic: Activation Update Overnight WICEN has been given the task of establishing a link between Narbethong and the Municipal Emergency Coordination Centre in Alexandra. The two WICEN operators that were on standby for deployment to Buxton have been despatched to Alexandra to join a column that will be moving down the Maroondah Hwy to Narbethong this afternoon. An extra WICEN operator is being deployed to the Alexandra MECC to assist the operator already there with expected extra traffic from Narbethong. Initially the Narbethong-Alexandra link will be on HF. It is intended that VK3RTN, the 6m repeater on Mt Gordon will have temporary repairs made today to support the operators in Narbethong until a replacement repeater is obtained and installed. Three WICEN operators are now working 8 hour shifts at the Alexandra ICC operating CFA/DSE radios. We will be providing operators for this task until further notice. The first team of operators deployed to Alexandra returned home safely yesterday after being relieved. The Mt Gordon comms site was visited by WICEN personnel yesterday, and a temporary repeater was set up in preparation for deploying operators to Marysville and the towns along the Maroondah Hwy. WICEN operators at the MECC in Alexandra have been relieved, and will be returning home today. WICEN have been asked to provide operators for the ICC in Alexandra until further notice WICEN have assisted Silvercomm restore local council radio services in the Kinglake area. Operators are still on standby to deploy to Buxton. Subject: [e-news] WICEN activated for bushfires From: "Amateur Radio Victoria" Date: Tue, 10 Feb 2009 08:25:02 +1000 -------- WICEN ACTIVATED FOR BUSHFIRES --------------------------------------- The Wireless Institute Civil Emergency Network (WICEN) in Victoria is providing communications links in a number of affected bushfire areas. These include shire offices at Kinglake and Alexandra and WICEN operators were escorted by police and Country Fire Authority through still hazardous areas to each their postings. Roads continue to remain closed and fires are still burning. The CFA is maintaining safety for all involved in the disaster response and recovery effort. On occasion they have had to pull out those engaged in vital work because an area has simply become too dangerous. At least two amateur voice repeaters have been under threat by fires but replacement equipment and installers are on standby if needed. A WICEN portable repeater is also in the field and operating. This as the death toll in the worst Australian natural disaster since European federation is expected to reach 200. WICEN (Vic) Secretary Mark Dods has asked for other radio amateurs to indicate their availability to assist with the communications effort. G'Day All, I would confirm that we are now active and manning Shire offices at Kinglake and Alexandra on a 24hr basis till further notice. Within the next few days we will in probability do the same from Buxton to Alexandra. At present ops. have been deployed to kinglake and Alexandra. Access to Kinglake at present is difficult and ops will be escorted in via Whittlesea Alexandra access will be updated as we get the latest traffic updates. Because the duration of operation is unknown quantity we need to put as many ops as we can muster on a roster. If you are available please register with Mark on 0409 214 834 or myself on 0423 265 668. For those that have already signed on I thank you, but do give us a call if you can avail yourself. Those going to Alexandra are having to travel via Seymour and Yea due to the closure of the Maroondah and Melba Highways. Those travelling to Kinglake will have to be escorted in by vehicles from the CFA staging are at Whittlesea. There also a possible requirement for a similar link between Buxton and Alexandria.
